Overview
Red Barn Pet Retreat is proposing the development of Outlot A of Bellwether 2nd Addition, which is the parcel located on the northwest corner of Stieg Road and County Road 101. The request is to allow the Red Barn Pet Retreat to expand its business from the current location at 19520 Stieg Road, to a larger facility on the corner of Stieg Road and County Road 101.
The proposed facility would include 115 overnight suites, 15 indoor playrooms, 5 exterior play yards covered in synthetic turf, cat boarding, a retail space in the front office, and an outdoor walking path. The anticipated hours of operation would be 6:30am-7pm M-F, 8am-6pm Saturday, and 9am-6pm on Sunday, with training classes potentially running to 9:30 pm.
Final Plat & Variance
4/25/2024 update: City Council approved the final plat and variance for Red Barn Pet Retreat
The applicant has submitted application materials for the final plat of Red Barn Pet Retreat. The Final Plat includes one lot which will be used by Red Barn Pet Retreat, and one outlot, which will be preserved for future development.
The applicant is also requesting a variance to allow development prior to municipal sewer and water availability. Section 1040.110 Subd. 1. only allows development in this zoning district once a full range of municipal services and facilities are available to serve the area. The applicant is requesting this variance with the condition that they install a temporary well to serve the site until services are made available.
Preliminary Plat
9/28/2023 update: The City Council approved the preliminary plat for Red Barn Pet Retreat.
The applicant requests approval of a preliminary plat that would divide the existing lot into two separate parcels. The 2.34-acre lot would serve Red Barn Pet Retreat, and the remaining land would be designated as an outlot for future development.
Rezone & Comprehensive Plan Amendment
9/28/2023 update: City Council approved the rezoning from I-1 to C-2, and comprehensive plan amendment for this parcel, guiding it for commercial use rather than light industrial.
The applicant requests approval of a Rezoning of this parcel from Light Industrial (I-1) to Community Commercial (C-2). This change is requested to allow the operation of a commercial kennel on the property. The current zoning designation, I-1, does not allow commercial kennels, while the C-2 designation does.
The applicant has also requested approval of a Comprehensive Plan Amendment to re-guide this parcel from an industrial use to a commercial use. This amendment would align the zoning designation with the guidance of the Comprehensive Plan.
