Overview
Pioneer Trail Industrial Park, from Contour Development LLC. is a 5 lot industrial and commercial/industrial development located at 6210 Pioneer Trail. The applicant is proposing four lots to be used for warehouse/office uses and the fifth lot to be used as a mini storage/self-storage facility. This 56.64-acre site is guided Light Industrial.

Final Plat and Final PUD
Phasing Plan
Contour Development LLC requests approval of a Final Plat and Final Planned Unit Development (PUD) for Pioneer Trail Industrial Park. The final plat includes a phasing plan for 5 commercial/industrial lots, 1 City well lot, and 2 outlots. The applicant's narrative indicates the first phase will consist of mass grading and street/utility construction for the public street and stormwater management system. Development of the lots will occur in later phases and are expected to develop from east to west.


Preliminary Plat, Preliminary PUD, and Rezone
On January 26, 2023, the City Council voted to approve Contour Development's request of a Preliminary Plat, Rezone, and PUD Preliminary Plan for a 5-lot commercial and industrial development located at 6210 Pioneer Trail. The requested project would consist of five commercial/industrial lots and three out-lots.

The site is currently guided as Light Industrial (I-1), but the applicant is requesting to rezone them to a Planned Unit Development (PUD). This would give the applicant some flexibility from the Light-Industrial District Standards at the discretion of the City Council. 
The proposal includes three office/warehouse buildings and a self-storage facility. The request included development of a gas station on the corner of 62nd ave and Pioneer Trail, which was denied by the Council. 

Environmental Assessment Worksheet (EAW)

The Minnesota Environmental Review Program rules require a mandatory Environmental Assessment Worksheet (EAW) for new warehousing or light industrial facilities greater than 300,000 gross square feet in cities under 10,000 in population. On May 26, 2022 pursuant to Minnesota Environmental Review Program Rules, Council passed Resolution 2022-60, declaring finding of "no need" for an environmental impact statement (EIS) based upon the review of the EAW.
